The Nuclear Energy Deal
For the first time since 1979, the United States will build nuclear reactors to help curb global warming, create jobs, and cut dependence on foreign oil. President Obama's announcement last week that the federal government would insure the projects' $8.3 billion cost was met with skepticism by many Democrats and environmentalists, but hailed as the right thing to do by most Republicans.
President Eisenhower kicked off the peaceful use of nuclear power when he signed the Atomic Energy Act (AEA) on August 30, 1954 (noon; Washington, D.C.). A horoscope for this event features the Sun in practical, service-oriented Virgo trine Mars in constructive Capricorn. The Moon in peace-loving Libra suggests Eisenhower's "Atoms for Peace" program, aimed at providing a useful counterpoint to the nuclear weapons arms race of that era.
Pluto, the ruler of the Scorpio Ascendant, is prominently located in the tenth house at
25º Leo, exactly opposite the U.S. Moon. This placement shows how atomic energy (Pluto) could transform American lives (Moon). The first nuclear power plant went online in Shippingport, Pennsylvania on December 2, 1957. At the time, transiting Pluto was nearly conjunct the AEA Sun and precisely trine the AEA Mars.
The Three Mile Island incident on March 28, 1979 ended (temporarily) nuclear reactor construction in the U.S. This nuclear meltdown unfolded as transiting Pluto was squaring the AEA Uranus, and transiting Uranus was squaring the AEA Pluto, a doubly disruptive combination that cast a pall over the entire industry. However, now that transiting Pluto has arrived on the AEA Mars, the time has arrived to begin again.
Top Five Astro-Events for March
1. Venus enters Aries on March 7 while making several aspects over the next few days, making this (March 7-11) a significant developmental phase in the relationship department. Romantic triangles, the testing of borders within relationships, and the beginning of new relationships are all possible. Aggressive women make their mark, while some may over-shoot.
2. Mars turns direct on the 10th, bringing a return of confidence to Leos, and improving the affairs of the house Leo occupies in your horoscope. Mars remains in Leo until June 7th, suggesting a good window to initiate action and new projects. Recreational activities, creative endeavors, and self-promotion are all favored.

What's life like after receiving a liver transplant? For snowboarder Chris Klug, it meant another chance at an Olympic medal, which he accomplished by winning the bronze in the 2002 Salt Lake City games.
