Congress Passes Historic Housing Bill

NewsScope for July 28, 2008. Last week Congress passed an historic housing bill aimed at containing a vast and complex economic crisis, one that has the potential for a financial meltdown on the scale of the Great Depression. The taxpayer-financed rescue package props up mortgage giants Fannie Mae and Freddie Mac, and ideally, will begin to stabilize the falling dollar, volatile markets, and skyrocketing energy and fuel prices.

The chief architect for the bill,  Treasury Secretary Henry Paulson (March 28, 1946), was born with his pioneering Aries Sun opposite Neptune, giving him vision to apply to this innovative program. While Neptune can deceive, bringing false hope and unrealistic ideas, Paulson's Sun is also trine Pluto, which is more empowering and resourceful. The August 1 Solar Eclipse lands precisely on Paulson's Pluto (orb 0º02'), which is when Bush is expected to sign the bill.

Although the U.S. Secretary of the Treasury said a bailout was not an immediate possibility, The New York Times reported that the Bush administration is considering a government takeover, which would guarantee the companies' $5 trillion exposure, essentially doubling the size of the national debt.

Fannie Mae, the original and largest of the home loan providers, became a private corporation on August 1, 1968 (noon, Washington D.C.). The Moon is found at 8º Scorpio, exactly conjunct the U.S. Scorpio Ascendant, and reflects the company's consumer-oriented policies. Also, Mars in the home-ownership sign of Cancer squares Saturn in eager Aries, which becomes problematic when company growth surpasses natural limits.

The Oil Bubble

NewsScope; June 10, 2008. Last Friday an unprecedented $10 surge in oil prices accompanied by the highest rise in unemployment figures in 22 years sent the stock markets tumbling, with the Dow losing nearly 400 points. Just the day before, billionaire investor George Soros testified before a Senate committee that it needs to act immediately to avoid a speculative bubble in the price of oil.

As described last week, oil prices are in an extremely volatile phase now because transiting Uranus is opposing the U.S. Neptune. In the Scorpio Rising horoscope, Uranus is passing through the Fifth House of speculation. As Soros was testifying, Uranus was only 0º03' from opposing the U.S. Neptune. His message was that institutional investors are now acting like speculators, which is creating a bubble in oil prices.

The last time Uranus was in the U.S. Fifth House and opposite Neptune was in 1925 at the height of the Teapot Dome scandal. At the time, the trials surrounding the improper leasing of an oil field in Wyoming were billed as the largest government scandal of the century. A few years later, when the stock market crashed, those implicated in the oil scandal were among the first to lose their fortunes.

Bubbles tend to pop when the outer planets are forming major configurations, usually involving Uranus, the planet of the unexpected. The dot-com tech bubble burst in April 2000, as transiting Jupiter and Saturn were conjunct while squaring Uranus. The crash on October 19, 1987 unfolded as transiting Jupiter and Uranus were exactly trine, and Uranus itself was squaring the U.S. Neptune. Since Fannie's horoscope is so well-integrated with the U.S. horoscope, the company's welfare directly impacts the national economy. Markets Enter Bear Territory

NewsScope for July 1, 2008. Last Friday stock prices dipped into bear territory as they closed 20 percent below the peak reached eight months ago. The credit crunch and ever-increasing oil prices were blamed, as many blue chips reached multi-year lows, including the venerable General Motors, which hit a 33-year low. Many analysts concluded that the market outlook was much worse than they had thought.

From an astrological perspective, the market top on October 9, 2007 was clearly delineated by the Jupiter-Uranus square that was exact on that date. However, it generally takes a confluence of indicators to mark a significant turning point. Simultaneous outer planet transits to the national horoscope underscore the timing. In this case, transiting Neptune in the Fourth House of the housing market was squaring the U.S. Vesta.
The asteroid Vesta is rarely used by astrologers, but in the U.S. horoscope, its position at 19 degrees of Taurus marks a highly magnetic point, with this degree often prominently featured in business horoscopes. For example, General Motors was incorporated on September 16, 1908 (12:00 pm, Camden, NJ). The GM Chiron is located at 19 Aquarius, exactly square the U.S. Vesta. A week ago, when Pluto turned direct in the U.S. second house of money, the Bush administration announced that it would take over Fannie Mae and Freddie Mac, the two giant mortgage lenders. Financial markets rallied, just as they did last March when the feds bailed out Bear Stearns. But this time, Pluto is heading directly into its first opposition with the U.S. Venus, while six months ago, Pluto had turned retrograde away from the opposition to the U.S. Venus.

Only in the Scorpio Rising U.S. horoscope (July 4, 1776; 2:21 pm; Philadelphia) can the astrologer make sense of the current and pending financial crisis. With financially-savvy Scorpio on the Ascendant, four planets reside in the eighth house of capital. Uranus and Mars relate more to the technology and military sectors of the economy. Venus and Jupiter are associated with the large investment, insurance, and banking institutions.

Several years ago, when transiting Pluto opposed the U.S. Mars, Americans found themselves embroiled in a financially draining war in Iraq. Now Pluto is set to oppose Venus five times over the coming two years, with the first due on February 27, 2009. Pluto's hard aspects often bring destruction and chaos, and as it aligns with the U.S. Venus in the money houses, one might reasonably anticipate a flood of banking failures to cascade through the financial system.

Astrologically, the parallels to the Great Depression are sound. In the early 1930s, Saturn, Uranus and Pluto were forming a T-square in the cardinal signs, which provided the celestial pressure to undermine a mismanaged financial system. Some analysts have decried the current monetary crisis as the "greatest regulatory failure in history", as we are once again heading into a T-square involving Saturn, Uranus and Pluto in cardinal signs.

We are in uncharted territory, and one can only hope that the government takeover of the financial system serves the public good, and is not just a bailout for wealthy investors.
Three outer planets forming hard aspects to each other tends to correspond to historic, seismic shifts in the socio-economic-political realm. In 2010, Uranus enters Aries while making its fifth and final opposition to Saturn, as the two form a square to Pluto in Capricorn. This T-square is shaping up now: Pluto is heading into Capricorn, and the first Saturn-Uranus opposition becomes exact in six weeks.

When comparing this developing T-square to the U.S. Scorpio Rising horoscope, the nation's Venus is in the cross-hairs. Venus is found in the home-mortgage sign of Cancer,
mortgage debt, essentially nationalizing the financial investment industry. One Republican senator commented, "The free market for all intents and purposes is dead in America."

When Pluto enters Capricorn in two months, the Treasury Department will have a mandate locked into place that gives unprecedented government control over the world's financial markets. Pluto is all about absolute power and control, while Capricorn in geopolitical terms is associated with government, institutions, and large corporations. With Pluto's path in line with the U.S. Venus, empowerment comes through financial manipulation.
Last week, Russian stocks were falling so fast that Putin's government shut down the entire stock market for four days. Russia's modern horoscope (June 12, 1990; 1:45 pm; Moscow) features an exact opposition between Venus and Pluto, which reflects the government's occasional heavy-handed manipulation of corporate assets, especially oil and gas.
